Why is north Korea still trying to build that giant hotel if the are communist?

The hotel has 3000 rooms, who will stay there if there are barely any tourists? Regular North Koreans can't access revolving restaurants or nightclubs, and foreigners aren't even allowed into North Korea. Plus the people live in poverty. Why are they still building a hotel, why don't they just invent some other national symbol? Thanks for the answers!
