How can I restore my startup menu bar?

Normally my startup and task bar menus run at the bottom of my screen but for some reason they would switch to the right hand side of screen vertically and I can never switch it back. I usually restore the computer to a previous time. How can I switch it back in future without using system restore? And what causes them to switch?
