Need a Girl's Opinion?

Girls...if a random guy walked up to you during the day (not at a nightclub), and confidently said, "Hey I just want to tell you that you look stunningly beautiful," would you be flattered? Sometimes I feel it would be a good wait to strike up a conversation with a pretty girl at the supermarket, or the bank, or wherever lol
